The only DVD player I have available is the DVD-RAM on my IBM laptop.

Since a monitor is not a television, it uses neither PAL nor NTSC. you can watch both perfectly well on the same screen (after all NO MONITOR ON EARTH refreshes at the 50Hz that PAL uses, yet everyone can watch PAL videos). Your problem is region lock codes and nothing to do with TV formats.... in other words, the technology is perfect, you're getting it in the ass from greedy bastards, who have deliberately tried to rip you off.
